Yuzu and emulation in general is cpu bound, and is single tread bound, so usually you will use only one core of your cpu at 100% and the others very low usage. Your gpu is overpowered for the task so is spected to be low %. Your rig is not enough for totk emulation. Because your cpu is weak in single core performance.if you want to play at more than 30fps, you will need an FPS mod. A 4K-8K 30FPS play-through is pretty desirable and very doable even at the current state. But a "stable" 60FPS is kind of a pipe dream right now unfortunately. ...
