So I eliminated the governor throttle and ran my throttle cable to the little swing arm thing under the gas tank. It's between the gas tank and pull start.

The carb had the stock 15 pilot and 95 main jets. I found someone recommending 17.5 and 140 jets, so I ordered a set.
