I would believe that most weather mods do cover the rain textures. Even if they do not include a texture (the vanilla one aint that bad), the combination of weather mod + ENB affect the look of rain the most. NAT weather is the answer, it's realistic and natural. I’m on XB1 (moving to PC soon as I am putting together my build!) but I think Aequinoctium is the best.
