Under One Rule only being Dictatorial is simply that that ruler hasn't established a line of succession as of the start of the game. Think of how Julius Caesar very much was a 'King' (or Emperor has history has come to know it as), yet died before he ever could establish real succession (and a after thought in a will was obviously not enough ...
